** Please note this app will spoil the ending for the final arc of Dragon Ball FighterZ! **
Prior to her split, Android 21 was a brilliant, gentle, and motherly woman. During the player's very first encounter with her in the Android 21 arc of Dragon Ball FighterZ, she speaks kindly and politely as she explains the situation, as if trying to ease them in to a rather ridiculous concept as softly as she can manage to. A bit naive and oblivious at times, such as when she recreated Android 18's old clothes from the Android Saga arc of DBZ and presented them to her without considering how the other would feel about even seeing those clothes again. Still, overall a kind person who tries to look out for those she cares about and seems to dislike fighting when it seems unnecessary, as she does apologize for having to force Android 18 and the human soul she's linked with to fight - especially since it's a mess 21 created herself.
However, she also harbors a deep and unending urge to feed on others and absorb their power. This resulted in her personality being deeply split into two halves - her good, true self and a sadistic, evil self. 21 tried her best to keep that evil side of herself under control, but she'd still occasionally lash out at those around her whenever her desire to gain power grew too much for her. This involved suddenly flipping into a sadistic, cruel personality with an urge to feast, slapping away an offered hand of concern as she tried to keep herself under control ... or in the worst case, firing a massive ki blast at Android 16 and killing him.
As a note, Android 16 was made in the image of Dr. Gero's son, and Android 21's original human self ... was that person's mother. Even though 21 cannot remember her time as a human, the horror of a mother having killed her son - or in 21's case, the realization that she'd just destroyed the person who'd been watching over her, the same person she'd revived for the purpose of living with family - caused such anguish in 21 that she used fission to split her true self from her evil side, creating an entirely separate version of herself which then proceeded to run wild. What remained of the original 21 after this process was her "good" side only.
The true 21 is not at all different from that originally kind, motherly, and occasionally naive self she used to be. Due to what she'd unintentionally unleashed upon the world, she's rather apologetic and meek to those around her, and doesn't want to involve others in her problems if she can avoid it (she's initially confused and worried when Goku agrees to help her defeat the clones and her evil side). Easily angered people like Vegeta intimidate her quickly, and she's rather fast to fall in line with what people like him command, though this may be due to her meeker nature and the circumstances surrounding herself and the other Z-Fighters. Even so, she still holds a great deal of determination to see through her mission to stop her evil side. Keeping her fears to herself, 21 puts on as brave a face as she can as she fights alongside the other Z-Fighters, not one knowing she still has issues with keeping her hunger under complete control until she'd already sacrificed herself to stop the evil 21. She's also quite a large deal weaker than the other 21, however she chose to become stronger through training and observation rather than absorbing strong fighters.
Her observations extend past simply watching and learning from others, as she also has quite an analytical mind, being a scientist and researcher. While the issues with the clones and her evil side are her primary focus, she still maintains a scientific curiosity and is quick to analyze situations to draw as quick a conclusion as she can manage. This can be seen when she, along with Androids 18 and 17, track down the evil 21 - the true, good 21 analyzes the evil one's actions, delving into what she had been planning and explaining how risky it all was.
21 is also a bit of a glutton, shown when she sheepishly admits in a side conversation in-game that she accidentally ate 100 pieces of string cheese after Bulma first introduced them to her. She can still keep herself focused on what's actually important even when offered food however, a point she proves when she convinces Majin Buu to put off having a "candy party" with her until after they've defeated their current enemy. She also doesn't let her desire to defeat her evil side hinder any dreams for the future she may have - she planned to first research a means to control her hunger, then find a way to apply her extreme healing ability to the field of medical sciences, thinking it'd be incredibly useful there.
In the end, when faced with the possibility of everyone's efforts to defeat the evil 21 having gone to waste, as well as the chance her future self will eventually turn out just like her evil side, 21 chooses to tackle her evil self and allow them to both be destroyed together by Goku's Spirit Bomb technique. This above everything else shows her to be a self-sacrificing sort of person, one who focuses mostly on the greater good and welfare of those around her rather than herself.
Abilities:
Android 21 is a bio-android who was converted from a human to her current state. Being a bio-android, she does not show any obvious signs of not being human, aside from those who can sense souls noticing she does not have one (or in DBZ, not being able to sense life energy (ki) from her). During her creation, she was given all the same cells that Cell had been created with (cells from all the Z-Fighters like Goku, Vegeta, Tien, Piccolo, etc), along with Frieza's and finally Majin Buu's. This is why her true form's appearance looks to be a mash-up of a Namekian, Frieza, and more primarily a Majin. Thanks to this, she shares a lot of traits these characters have, shown below.
In her human-looking form, Android 21 doesn't display too many outward abilities. She can fly, hover, and appears to have the ability to charge her power, but never gets into any fights while in this form - the closest to "combat" she gets is turning a clone into a pastry (an ability received from her Buu cells). She is incredibly intelligent, physically stronger than and can handle more damage than a human would be able to thanks to being an android, and has a latent self-healing ability that will repair damage done to her no matter what the severity (even loss of limbs thanks to being created with Piccolo, Cell, Frieza, and Buu's cells, with the only way to truly kill her being complete atomization), but otherwise shows few outward abilities.
In her true form, 21 has the above abilities and a whole host of fighting techniques, which can be seen here. While she has the ability to turn others into sweets and absorb them to increase her power, she adamantly refuses to do this and will be looking for a way to control her urge to become stronger in this way. She also is capable of fission, or splitting herself into two separate selves, but her current form is from having done just that - splitting into two separate good and evil selves. This is still something she's capable of doing, however as she has already rid herself of her evil side by doing this, she has no reason to do it again. Finally, she can copy a technique as long as she has seen it in action at least once, an example of this being when the evil 21 learned to use Instant Transmission - or in other words, long distance teleporation - just by seeing Goku do it in front of her one time (this will be limited in Empatheias to her only learning techniques if the other character's player gives me the okay). She is also able to "steal" a random technique from someone she grabs, though she doesn't keep it if she does it this way.
As the game does not outright state whether 21 can change back to her human-looking form or not after switching to her true form, I will be going with the idea that she can, and never did in canon as the constant danger and time constraints made it pointless for her to jump back and forth like that.
Alignment: Holding the bravery and determination needed to see through her mission to defeat her evil self, as well as a hidden fear over seeing what she could one day become herself, Thras fits her best.
Other: I get that 21 may seem a little OP, especially with her healing ability, so if anything needs to be nerfed just let me know. Already running with the idea that like the other DB characters in game currently, her overall power will be nerfed so she doesn't blow up Empatheias by sneezing too hard or whatever.
UPDATE: Per the mods, regarding her healing abilities - "While Android 21's healing can function up to an extent, it will be nerfed slightly so that she might feasibly be able to die in the game. These can be restricted to severe and unlikely injuries such as crushing, beheading, etc."
